FCC examines unlicensed spectrum for satellite D2D

The FCC has voted to begin a rulemaking process on whether unlicensed wireless devices can communicate using D2D with authorised satellites.

“You go straight from your smartphone to a satellite, so you don’t need a standalone satellite dish,” explained FCC Chairman Brendan Carr. “That’s connectivity everywhere, high-speed, and disruptive from a competitive matter.”

The Notice of Proposed Rulemaking, FCC 26-51, puts 200 megahertz of unlicensed spectrum under examination for direct-to-device, or D2D, use. No new operating rules exist yet. The Commission will build a record before deciding whether it should change its Part 15 framework for unlicensed wireless equipment.

The proceeding focuses on spectrum bands available to unlicensed devices and their potential role in D2D services. The FCC says it will examine whether those bands can meet capacity requirements and complement other spectrum used for communications between devices and satellites.

Scope and technical open questions

The release does not identify the specific Part 15 bands under review. It also does not set out technical limits, device classes, satellite configurations, or a timetable for any later rule changes.

Those omissions leave the central enterprise question unresolved: which existing unlicensed deployments could gain a satellite communications path, and under what operating conditions? Wi-Fi and IoT applications sit within the scope described by the Commission, although the NPRM has not authorised a new service for either category.

Part 15 equipment already has broad use across businesses and consumer markets, according to the FCC. The agency now wants to test whether its unlicensed equipment rules can cover communications with satellites on an uplink path, a downlink path, or both.

Direct-to-device services have attracted investment and product development in recent years, the FCC states. The Commission frames the rulemaking as an effort to give consumers another connectivity option across terrestrial and satellite platforms.

The FCC’s proposed approach covers devices communicating with authorised satellites on uplink and downlink paths. An uplink would carry communications from a device towards a satellite. A downlink would carry communications from a satellite towards a device.

The NPRM will need to address how those paths operate within the Part 15 rules. The Commission says it will examine potential reforms that enable such communications, though omits describing any technical proposals in detail at this stage.

Capacity sits near the centre of the notice. The FCC says it will consider whether certain unlicensed bands can support D2D capacity requirements and complement other bands used for those services.

The Commission proposes to clarify that equipment authorised under Part 15 may operate within FCC-authorised spacecraft. It would also permit use between spacecraft under the proposed clarification.

The FCC places this work within its broader support for the space economy. Its stated aim is to create a record that can inform later decisions on unlicensed equipment use in space. Enterprise interest in this part of the proceeding will depend on whether organisations develop, operate, or supply systems connected to FCC-authorised spacecraft.

Moving from policy to planning

Enterprises should treat the NPRM as a policy development rather than a procurement trigger. No organisation can rely on satellite links through Part 15 devices until the FCC completes the proceeding and adopts rules that permit the relevant operation.

Technology leaders can still begin an internal review. That work starts with identifying Wi-Fi and IoT systems that depend on unlicensed wireless connectivity, then separating applications that require local terrestrial coverage from those that could benefit from a satellite path.

The FCC’s release provides no deployment examples. It does, though, point to the categories likely to attract attention during the proceeding: devices operating under Part 15, supported Wi-Fi applications, and IoT uses needing more reliable wireless connectivity.

A device deployment can involve more than a radio connection. Organisations will need to assess their equipment approval status, the communications path they need, and whether any eventual FCC rules apply to devices already in use or only to later equipment designs.

Companies with large Part 15 estates may want to monitor the record for proposed constraints on satellite communications, especially if they expect to use unlicensed equipment beyond conventional terrestrial networks.

Leaders should keep those categories separate when assessing later filings. A successful demonstration of device-to-satellite communication would not establish performance for an operational fleet of Wi-Fi or IoT devices, particularly where organisations depend on a specific uplink, downlink, or combined communications path.

The practical next step is to follow the proposed rulemaking rather than assume access to a new satellite service. Product, connectivity, and compliance teams can document where Part 15 equipment supports Wi-Fi or IoT functions, then compare those needs with the FCC’s eventual proposals on satellite uplinks, downlinks, and spacecraft operation.
