FCC votes on 160MHz Upper C-Band auction for 5G and 6G

The FCC will vote Wednesday to auction 160 megahertz of Upper C-Band spectrum for 5G and 6G networks by 2027.

The draft Order covers 3.98-4.14 GHz, a band sitting directly above the Lower C-Band spectrum carriers already use for mid-band 5G service. Combine the two and mobile operators gain a contiguous run of frequency stretching from 3.7 GHz to 4.14 GHz, 440 megahertz in total.

The Commission is calling this combined allocation a “super-band.” Such a contiguous mid-band spectrum of this size is rare in the US. Carriers typically stitch together smaller, scattered blocks to approximate the capacity a single wide channel delivers.

Harmonising technical rules across the full 440 megahertz means operators won’t need separate equipment configurations or interference protocols for the lower and upper segments. That matters for network engineering because base station radios and antenna arrays built for one continuous block cost less to deploy and operate than gear built to bridge two bands with different rules.

AT&T and Verizon already run networks on the Lower C-Band, cleared through a 2020 auction that raised more than $80 billion and required satellite operators to vacate the spectrum on a compressed timeline. That clearing process ran into real-world delays and cost overruns, a detail worth remembering given how heavily Wednesday’s announcement leans on the word “quickly.”

Congress set the deadline, not the FCC

The auction authority behind this vote didn’t originate at the Commission. It lapsed in March 2023 and sat dormant for roughly two years before the Working Families Tax Cuts Act, part of the broader budget reconciliation package sometimes called the “One Big Beautiful Bill,” restored it and directed the FCC to bring Upper C-Band spectrum to market.

Several statements framed the timeline as evidence of Chairman Brendan Carr’s execution. Roger Entner, Analyst and Founder of Recon Analytics, said: “The megahertz, the timeline, and the proceeds are what carriers can bank. Credit where it is due.

“After years of the US ceding mid-band ground, Carr took an unprecedented statutory mandate and turned it into 160 MHz, on time, with aviation safety intact and the Treasury ahead.”

Others read the same facts as catching up rather than getting ahead. James Erwin, Executive Director of Digital Liberty, noted that “the Biden admin failed to hold a single spectrum auction in four years,” calling the current pace “an improvement” rather than a departure.

Both readings can be true. The FCC restored a dormant process and moved a mandated auction toward its statutory deadline. Whether that qualifies as leading depends on what the rest of the world does with its own mid-band allocations in the meantime.

Radio altimeters and the retrofit bill

Upper C-Band spectrum sits closer to the frequencies radio altimeters use on aircraft than the Lower C-Band did, which is why the 2021-2022 dispute between airlines, the FAA, and the FCC over interference risk looms over this proceeding.

American Action Forum President Douglas Holtz-Eakin flagged the coordination, noting the plan “puts money on the table to cover retrofitting and relocation costs for those affected by the auction.” Of course, retrofitting work runs on its own timeline separate from the auction calendar.

Todd Schlekeway, President of NATE – which represents the crews who climb towers and install radios – addressed the same point from the infrastructure side: “We’re also encouraged by the close coordination between the FCC and the FAA on protecting radio altimeters, which reflects the kind of careful planning needed to clear spectrum without compromising aviation safety.”

Towers still need climbing after the vote passes

An auction date isn’t a deployment date. Winning bidders in 2027 will need licences processed, equipment manufactured and shipped, sites permitted, and towers physically modified before any consumer sees a faster connection.

Schlekeway’s comment about “a sustained pipeline of deployment work for the skilled workforce our industry represents” is the clearest acknowledgement in this entire release that build-out follows auction close by years, not months.

Ajit Pai, CEO and President of the CTIA, framed the stakes in economic terms, calling this “one of the most economically-significant auctions of the decade” and pressing for “the same speed and decisiveness across the full 800-megahertz spectrum pipeline” to hit a 2030 target for what he termed AI-native 6G networks.

Speed claims from parties with a direct financial interest in the outcome deserve the same scrutiny any vendor projection would get. Carriers stand to gain new capacity. Tower companies stand to gain construction contracts. Policy groups tracking competition with Chinese 5G and 6G investment get a data point to cite. None of that settles whether retrofit costs, licence processing, or equipment supply chains hold to the timeline once the vote is final.

The Order goes before the full Commission at the Open Meeting on Wednesday, and passage would start the clock on an auction process that – on the government’s own numbers – has roughly two years to run before spectrum changes hands.
